Use custom production when the garment requires a pattern, material, construction, finish, or size behavior that a documented stock-garment search cannot supply—and when the order passes the cost, testing, schedule, and compliance gates.

Cut and sew clothing production is the process of cutting fabric into pattern pieces and sewing those pieces into a finished garment. The U.S. Census Bureau uses the term for apparel manufactured from purchased fabric that is cut and sewn into clothing. The term identifies the manufacturing process. Original design, exclusive fabric, local production, low minimum quantities, and high quality each require separate evidence. U.S. Census Bureau, 2022 NAICS Sector 315.

In a custom program, the purchase order assigns responsibility for the pattern, measurement chart, fabric, trims, construction, artwork, finishing, labels, packaging, quantity, price, and delivery. A factory can handle the entire program or a limited group of operations. The quotation and purchase order establish the exact scope.

Before the purchase order is released, four records must exist:

  1. A defined search of stock garments has found no blank that passes every mandatory product requirement.
  2. The approved garment can be reproduced from controlled measurements, materials, construction instructions, tests, and physical standards.
  3. The order remains financially acceptable after development, supplier minimums, rejected units, freight, duties, discounts, returns, and unsold inventory are included.
  4. Sample approval, bulk production, logistics, and market compliance fit the required warehouse date.

A mandatory requirement is a release condition with a numerical limit or a named material, construction, finish, or legal requirement. Words such as “boxy,” “premium,” and “vintage” contain no acceptance criteria on their own. “Size M body length: 25.0 inches from the highest shoulder point, with a tolerance of ±0.25 inch after the specified care cycle” can be measured and inspected.

01the comparison

First Prove That a Stock Garment Cannot Meet the Brief.

Measure the closest stock garments and record every mandatory pass or failure.

The blank search comes before pattern development.

Define the product category, sales market, size range, fiber composition, fabric properties, construction, color, decoration method, maximum landed cost, order quantity, and warehouse date. Record every supplier and style reviewed, along with the date of the search. That record supports a sourcing decision within its documented scope. It makes no claim about garments outside the suppliers, styles, and dates examined.

Order physical samples of the closest candidates. Record the supplier, style number, color, sample size, quoted price, stated composition, stated fabric weight, construction, stock availability, replenishment terms, and delivery commitment.

Measure each garment with one written method. ISO 18890 provides a standard method of garment measurement. A brand can also use its own point-of-measure chart when every entry defines the garment position, start point, end point, garment state, and unit. Apply the same measurement method to the target specification, blank samples, development samples, and bulk inspection. ISO 18890:2018.

The following figures form an illustrative product brief. They are not an industry sizing standard. Half-chest is measured straight across one inch below the underarm seam. Body length runs from the highest shoulder point beside the collar to the bottom edge. Shoulder width runs across the back from one shoulder seam to the other.

Hemming can reduce the 27.75-inch body length. The operation leaves the 21.50-inch shoulder and 7.25-inch sleeve opening unchanged. Enlarging those areas requires new sleeve pieces, new armhole geometry, or reconstruction of the upper body. Printing, embroidery, and relabeling have no effect on any of the four measurements.

The blank has failed two shape requirements that the listed decoration and hemming operations cannot correct. Custom pattern development now has a defined purpose.

A sampled blank that passes every mandatory line after the required washing, wearing, costing, and availability checks already satisfies the product brief.

02the pattern

Write the Silhouette as Connected Measurements.

Translate the intended shape into connected measurements that a patternmaker can repeat.

A silhouette is produced by several dimensions acting together. Consider a cropped hoodie with a wide body, dropped shoulder, full sleeve, compact cuff, and gathered hem.

Chest width controls the volume through the torso. Shoulder width sets the location of the armhole seam. Armhole depth controls the vertical space below that seam. Sleeve width determines volume through the arm. Sleeve length locates the cuff. The relaxed bottom opening and rib recovery determine how far the hem draws inward.

A change to one pattern area can move another visible point.

On a symmetrical pattern, added shoulder width extends the shoulder points outward. The sleeve then begins farther down the arm. The patternmaker must rebalance the sleeve length and sleeve-head shape when the approved cuff position stays unchanged.

Shortening a hoodie body can move a kangaroo pocket too close to the hem. The pocket position therefore needs fixed references, such as a stated distance from the highest shoulder point, center front, and finished hem. Those placement measurements must be revised when the body length changes.

“Make the hoodie more oversized” leaves the factory to decide which dimensions should move.

Controlled sample comment

Increase the size M half-chest from 25.0 to 26.0 inches. Keep body length, neck opening, shoulder width, and bottom opening at their approved values.

That instruction identifies the current value, the target value, and the measurements that must remain fixed.

Trousers require a different group of connected measurements. Waist, front rise, back rise, hip, thigh, knee, hem, inseam, and outseam describe separate regions.

A wide hem supplies no measurement for the thigh or seat. A deep front rise supplies no measurement for back coverage. A wide thigh combined with insufficient back rise can still restrict sitting. A long inseam combined with a low crotch can place excess length in the lower leg.

Approve the complete measurement set on the same sample. Then assign target measurements and tolerances to every sale size. Approval of the base size leaves the remaining sizes unapproved until their graded measurements and proportions have been checked.

The fit model must also be identified. Record the person or dress form used for approval, relevant body measurements, sample size, footwear where trouser length depends on shoes, and the date of the fitting. “Approved on model” has no repeatable meaning without that record.

03the material

Approve the Actual Fabric.

Approve the production fabric by identity, test method, result, and written acceptance limit.

Fabric weight records mass per unit area. It supplies no measurement for thickness, stiffness, stretch, recovery, surface friction, pilling, dye transfer, or dimensional change. Two fabrics carrying the same GSM value can produce different garment shapes because those other properties differ.

Bulk approval must identify the exact material assigned to production.

For a washable stretch jersey top, the approval record could contain these fields:

  1. Material identity. Mill or supplier, article code, color code, finish, and lot reference. Approval evidence: Supplier document and retained swatch.
  2. Fiber composition. Generic fiber names and percentages. Approval evidence: Supplier certificate or laboratory report used for labeling.
  3. Fabric construction. Jersey, interlock, rib, fleece, or another named structure. Approval evidence: Supplier specification and physical sample.
  4. Mass and usable width. Test method, measured result, and cuttable width. Approval evidence: Inspection or laboratory report.
  5. Stretch and recovery. Direction, method, extension or load, recovery interval, and result. Approval evidence: Test report.
  6. Dimensional change. Method, wash and dry procedure, number of cycles, length result, and width result. Approval evidence: Fabric and garment reports.
  7. Color performance. Laundering method, dry rubbing result, and wet rubbing result. Approval evidence: Laboratory report.
  8. Surface durability. Pilling method, exposure, assessment method, and grade. Approval evidence: Laboratory report.

The table creates no universal pass limits. The product specification supplies those limits. A fitted neck rib, a loose outer shell, and a brushed sweatshirt body perform different jobs and require different acceptance values.

AATCC lists TM135 for dimensional changes of fabrics after home laundering, TM150 for dimensional changes of garments, TM179 for skew, TM207 for seam twist, TM88B for seam smoothness, and TM143 for the appearance of apparel and other textile end products after home laundering. The ISO 12945 series provides separate methods for evaluating pilling, fuzzing, and matting. The purchase order must identify the selected test method, edition, specimen, preparation, cycles or exposure, assessment scale, and pass value. For a simple length-loss calculation:

Length loss percentage = (length before care − length after care) ÷ length before care × 100

A specimen measuring 100.0 centimeters before the specified care procedure and 96.0 centimeters afterward has lost 4.0 percent of its length.

That result belongs to the tested material, color, finish, specimen preparation, and care procedure. A clean jersey test supplies no result for the same jersey after an untested pigment treatment. A fabric test supplies no finished-garment result when seams, rib, thread, trims, or garment washing alter the product’s behavior.

A production sample made from substitute fabric can check an early pattern. Record the substitution on the sample report. Final material, drape, shrinkage, surface, colorfastness, and care approval requires the material assigned to bulk production.

Any bulk substitution needs a written comparison covering every property affected by the change. Production remains unapproved until the replacement material passes those requirements.

04the construction

Follow One Pocket Through the Factory.

A single functional pocket can change the pattern, fabric use, sewing sequence, cost, and inspection plan.

Consider a cargo trouser pocket with an expanding bellows and a flap.

A sketch records its outline. Production needs enough information to cut it, assemble it, use it, cost it, and inspect it.

Start with function. An example brief could require the closed pocket to hold a rigid test block measuring 160 × 80 × 10 millimeters while the wearer walks, sits, and bends the knee.

The approved sample then records the finished internal width, internal depth, opening width, bellows depth, flap overlap, and closure position that passed the test. “Large phone pocket” leaves the test object, clearance, opening, and retention requirement undefined.

Placement requires fixed references. Measure the pocket from the top waistband seam and the side seam or another named construction line. Check its position on the recorded fit model so that the pocket clears the knee bend and leaves the front pocket usable.

The grade rule must state how placement changes across sizes. Copying one fixed vertical and horizontal distance to every size can move the pocket out of proportion with the leg as the trouser dimensions increase or decrease.

A bellows pocket adds pattern pieces and cut edges. The flap can add interfacing. A snap adds hardware, a setting operation, and concentrated force at the attachment point. Reinforcement belongs in the specification where the approved sample or load test establishes the need for it.

Each piece changes the cutting marker and fabric consumption. Each fold, closure, reinforcement, and topstitch line adds an operation to the sewing sequence. The factory quote should show whether those operations are included in the garment price.

Bulk inspection can check the pocket against recorded requirements:

  1. Left-to-right placement and symmetry
  2. Finished internal width and depth
  3. Bellows depth
  4. Opening width
  5. Flap overlap
  6. Closure position and operation
  7. Reinforcement location
  8. Seam security
  9. The specified test-block or load test

A front-view drawing supplies none of those acceptance values.

05the cash

Cost the Order by Accepted Sellable Units.

Use the full order cost and divide it by the units that actually enter sellable inventory.

The factory’s per-garment quote covers only the items named in that quote. Build the cash model from the entire order.

Use dated quotations and the delivery term written into the order. Enter duty from the product’s assigned tariff classification, origin, and current import treatment. An average apparel duty percentage cannot price a specific shipment.

The following order is hypothetical. Its figures demonstrate the calculation and contain no industry benchmark.

Inspection accepts 480 units for sale. Twenty units fail the written release conditions and cannot be repaired before launch.

Dividing the cost by the 500 ordered units would hide the cost carried by the rejected units.

The selling-price model needs its own definitions. Assume the same hypothetical program retains $78 in merchandise revenue for each completed, non-refunded sale. This amount excludes sales tax that the business must remit.

Payment processing, pick-and-pack, outbound shipping paid by the brand, and other sale-dependent charges total $14 for each completed sale.

A fraction of a unit cannot be sold. The program therefore needs 274 completed sales to recover the $17,500 run-specific cash.

That calculation covers the costs entered into the model. Payroll, advertising, software, rent, warehousing, and other company expenses remain outside it until the brand assigns those expenses to the product.

Inventory remaining after the recovery point still carries cash. At 274 completed sales, 206 accepted units remain. The brand must model when those units are expected to sell, the markdown required to sell them, or the write-down applied if they remain unsold.

Run the same calculation for the closest blank. Keep quantity, selling period, realized selling price, return treatment, logistics assumptions, and operating charges constant. The resulting difference shows the financial effect of the production route.

06the evidence

Demand Evidence Must Match the Proposed Garment.

Quantity, size, price, and garment performance require separate records.

A forecast has four separate questions.

Quantity: How many paid units can the record support?

Use completed sales from comparable products, paid preorders under stated cancellation and refund terms, or firm wholesale orders under their written cancellation provisions. Likes, saves, comments, and survey answers record engagement or stated preference. They create no paid unit.

Size: How should the order be divided across sizes?

Use size-level sales, quantities offered, stockout dates, returns, and exchanges. A size that sold ten units after ten units were offered has a different record from a size that sold twenty units after one hundred units were offered. Both the sold quantity and the available quantity belong in the analysis.

A stockout also requires a date. Selling out on the first day and selling out after six months describe different demand rates.

Price: How much revenue did the brand retain?

Use completed transactions at the intended price range after discounts and refunds. A $100 list price with no completed sales at $100 supplies no transaction evidence for that price.

Separate product revenue from sales tax, shipping collected from customers, gift-card accounting, and refunded transactions. Use one definition throughout the forecast and later performance review.

Garment feature: Which records relate to the body, fabric, or construction under development?

A sold-out graphic release combines several variables: artwork, campaign, timing, quantity, collaboration value, and the garment itself. When the same garment body appears across several releases with different graphics, the repeated body can be tracked across those releases. Fit-related return codes, customer-service messages, repeat purchases, and wear-test reports add evidence about physical performance.

Every forecast line should identify:

  1. Source SKU
  2. Sales channel
  3. Selling dates
  4. Units offered
  5. Units sold
  6. Realized merchandise revenue
  7. Discounts
  8. Refunds and returns
  9. Size distribution
  10. Stockout dates
  11. Differences between the source product and the proposed product
  12. The numerical adjustment made for those differences

“Customers like heavyweight shirts” gives no order quantity.

Illustrative record

Styles A, B, and C used the same 260 GSM garment body. Together they produced 612 completed, non-refunded sales during the recorded period. Fit-related returns represented 4.1 percent of those sales. The figures are taken from the named order and return records.

Those example numbers make sense only when the underlying records exist. The proposed garment still requires its own material, construction, and fit approval because the historical result belongs to the product that customers actually received.

07the calendar

Build the Calendar From Both Ends.

Calculate the earliest possible bulk release and the latest release the warehouse date can accept.

The schedule has two fixed points: the date accepted inventory must be available and the date the factory receives every input required to begin development.

Work backward from the warehouse-ready date.

Subtract the time assigned to warehouse receiving and inspection, final domestic delivery, customs and port handling where applicable, international transport, final inspection and correction, and the factory’s confirmed bulk-production period. The result is the latest date on which the pre-production package can be released for bulk work.

Then work forward from the development-start date.

Map pattern work, material development, trim development, sample construction, sample transport, brand review, corrections, testing, and approvals. Each task needs an owner, start condition, duration, output, and approval date.

Parallel workstreams use the longest dependent path. Adding every task duration would overstate the schedule when material and pattern work proceed at the same time. Ignoring dependencies would understate it when the next sample requires final fabric or trims.

Date test

Latest permitted bulk-release date = warehouse-ready date − inbound logistics path − bulk production − final inspection and correction allowance

When the earliest achievable date falls after the latest permitted date, the current plan misses the warehouse date.

The possible changes are specific:

  1. Move the warehouse or launch date.
  2. Remove development work from the product brief.
  3. Obtain shorter supplier durations confirmed in writing.
  4. Select a faster transport route and record its cost.
  5. Use a stock garment that has already passed the same product requirements.

“Rush production” has no scheduling value until the factory confirms which task duration changes, the revised completion date, the added price, and the production risks accepted by both parties.

08the control file

Give the Factory a Reproducible Standard.

The factory needs one current specification, one approval route, and no unresolved production decision.

The technical package must contain enough controlled information for the factory to repeat the approved garment across the order.

The measurement specification identifies the base size, measuring method, target, tolerance, and grade for every sale size.

The bill of materials identifies every component by supplier reference, material description, color, dimensions, finish, and quantity per garment.

Construction pages show seam location, seam allowance, stitch type, stitch-density range, needle spacing where relevant, thread, reinforcement, and finishing.

Terms such as “regular seam” and “double stitch” allow several interpretations. ISO 4915:1991 classifies stitch types, and ISO 4916:1991 classifies seam types. A factory’s internal code can also control production when that code is defined through a diagram, machine setup, written parameters, and the approved sample.

Sample comments must close measurable gaps.

Controlled sample comment

Size M sleeve opening measures 7.75 inches. Revise it to 8.50 inches with a tolerance of ±0.25 inch. Keep finished sleeve length, armhole seam match, cuff construction, and stitch specification at their approved values.

The next sample report should show the measured result for every corrected point.

Define every sample stage by its contents and the production decision it releases.

The prototype checks the first pattern and construction plan. A fit sample checks revised dimensions on the recorded fit model. A size set checks selected graded sizes. The pre-production sample combines the approved pattern, bulk fabric, trims, labels, decoration, finishing, and packaging. A top-of-production sample comes from the bulk line and checks line execution against the pre-production standard.

A factory can use different stage names. The purchase order should state the contents required at each stage, because the stage name alone supplies no material or approval scope.

Every file carries a style code, version number, and date. The purchase order names the controlling version. The brand and factory retain matching signed samples or a written record showing who holds the controlling sample.

Any known difference between the approved sample and planned bulk production belongs in a signed deviation record before the affected operation begins. The record identifies the change, reason, affected quantity, tests or measurements repeated, approver, and date.

09the rules

Resolve U.S. Compliance Before Ordering Labels.

Fiber, origin, care, and flammability records belong to the exact style entering the U.S. market.

For covered textile fiber products sold in the United States, 16 CFR Part 303 requires labeling that includes the generic fiber names and percentages by weight, the manufacturer or marketer name or an FTC registered identification number, and the country where the product was processed or manufactured. The rule also contains product coverage, exclusions, tolerances, placement rules, and disclosure requirements that must be applied to the specific item. 16 CFR Part 303.

The FTC Care Labeling Rule in 16 CFR Part 423 requires covered textile wearing apparel to carry care instructions. Manufacturers and importers must possess a reasonable basis for the care information before sale. The evidence must support the regular care procedure and every warning placed on the label. 16 CFR Part 423.

General wearing apparel also falls within the CPSC clothing-textile flammability standard in 16 CFR Part 1610, subject to the rule’s stated scope and exemptions. The standard classifies fabrics by flammability. Class 3 textiles are considered dangerously flammable and are prohibited from use in clothing. 16 CFR Part 1610.

A U.S. compliance file should connect the exact product to its supporting records:

  1. Style and material identity
  2. Fiber-composition evidence
  3. Country-of-origin record
  4. Manufacturer, importer, marketer, or RN information
  5. Final label artwork and placement
  6. Care-instruction substantiation
  7. Flammability test report or documented exemption basis
  8. Any certificate required for the product
  9. Approval date and responsible party

A supplier email containing only the word “compliant” leaves the applicable rule, tested article, test method, result, market, and responsible party unidentified.

Order production labels after the composition, country of origin, marketer identity, care instruction, and placement have been approved for the exact style. A later change to material, trim, processing country, care performance, or product category requires another review before the affected units are released.

10the blank route

Use a Blank When It Already Solves the Product.

Keep the stock garment when it already passes the written product, cost, and delivery requirements.

Remove the artwork and branding from the comparison.

When the selected blank passes the required measurements, fiber composition, fabric properties, construction, care performance, size range, cost, availability, and delivery date, custom pattern development has no remaining product requirement to solve.

A fixed-date event release can reach the same decision through the calendar. When the earliest achievable bulk-release date for a custom garment falls after the latest permitted date, the practical choices are a later delivery, reduced development scope, or a stock garment that has passed the same written specification.

A first market test can also favor blanks. A brand lacking paid evidence for quantity, size allocation, and realized price can use a smaller stock-garment release to collect those records while committing less cash to patterns, testing, and material minimums. The selected blank still requires measurement, care, labeling, costing, and compliance checks.

Minor branding changes do not automatically require a new pattern. Printing, embroidery, appliqué, patches, relabeling, hangtags, and packaging can be specified on a stock garment.

Cut-and-sew production earns its place when the approved product requires a combination of shape, material, construction, finish, or size behavior that the documented blank search failed to supply.

11the release gate

The Purchase-Order Gate.

The purchase order can move only after every technical, financial, timing, and compliance line is closed.

Release cut and sew clothing production only after every line below has a recorded answer:

  1. The blank-search scope, suppliers, styles, sample results, and mandatory failures are documented.
  2. Every finished measurement has a defined method, target, tolerance, and grade across the sale sizes.
  3. Bulk fabric, trims, colors, decoration, and finishing match approved references or signed deviations.
  4. Each selected test names the method, specimen, procedure, and pass value.
  5. The recorded test results pass the written values.
  6. The pre-production sample contains the components and processes assigned to bulk production.
  7. Total committed cost and accepted-sellable-unit cost fit the brand’s written cash limit.
  8. Quantity, size, and price forecasts trace back to named transaction records.
  9. The earliest achievable bulk-release date falls on or before the latest permitted release date.
  10. The compliance file covers the actual product and sales market.
  11. The purchase order identifies the controlling file version, approval sample, quantity, price, delivery term, dates, inspection rules, and remedy for failed goods.

An unchecked line identifies the remaining work. Complete that work, change the product brief, choose a passing blank, or move the release date. Once every line is controlled, cut and sew clothing production has a defined product function, a measurable approval standard, and a financial reason to proceed.

Straight answers.

Does cut and sew always mean the brand owns a custom pattern?

The term identifies fabric being cut into pieces and sewn into apparel. Pattern ownership and exclusivity depend on the development records and purchase-order terms for the style.

What proves that a blank has failed the product brief?

A dated comparison shows that every sampled stock garment failed at least one mandatory measurement, material, construction, care, cost, availability, or delivery requirement that the approved decoration or alteration route cannot correct.

Which quantity should be used for unit cost?

Use the units accepted into sellable inventory. Ordered units include missing, rejected, and damaged pieces whose cost still remains inside the order.

What releases bulk production?

The controlling technical-file version, required test results, approved materials and trims, and the defined pre-production sample must all satisfy the purchase-order release conditions.
